A Vancouver city employee with a conflict of interest as part owner of a private company made favorable decisions for the company in inspections. The employee refused a bribe from another contractor, but an investigation revealed a pattern of bribery and preferential treatment in the building inspection department. Whistleblower allegations were substantiated by the auditor general’s investigation.
