President Donald Trump announced the dismissal of Homeland Security Secretary Kristi Noem, appointing Senator Markwayne Mullin as her replacement effective 31 March 2026.
Change at the Helm of Homeland Security
The announcement came on Thursday via Trump’s social media platform, Truth Social. Trump praised Noem for her “numerous and spectacular results,” particularly on border security, and revealed she would transition to a new role as Special Envoy for “The Shield of the Americas,” a security initiative in the Western Hemisphere to be formally introduced in Florida.
Senator Markwayne Mullin, a Republican from Oklahoma, will officially assume the role by the end of March. The 48-year-old is a first-term senator and a close ally of Trump, known for his vocal support of the former president’s agenda.
Mullin described the news as “a little bit of a surprise” but expressed enthusiasm about leading the sprawling department responsible for national security matters such as airport screening, immigration enforcement, and disaster response. The senator emphasised his commitment to “keep the homeland secure” and acknowledged the department’s broad and complex jurisdiction.
He also referred to Noem as a friend who was “tasked with a very difficult job,” suggesting he hopes to build on both her successes and shortcomings.
Context Behind Noem’s Dismissal
Noem’s removal follows a period of intense criticism over her management of the Department of Homeland Security (DHS) and her approach to immigration enforcement, which has been a contentious issue within the administration and Congress. In January, two US citizens were fatally shot by federal agents in Minnesota during operations to enforce immigration laws, generating widespread controversy.
Her leadership faced bipartisan scrutiny during recent congressional hearings. Republican Senator Thom Tillis described her tenure as a “disaster” during a Senate Judiciary Committee session, while Democrats questioned her about a $220 million advertising campaign promoting her role, which some viewed as excessive.
In an unusual and contentious exchange during a House Judiciary Committee hearing, Noem was asked about allegations of an affair with her top advisor, Corey Lewandowski, a question she dismissed as “tabloid garbage.”
Sources close to the White House told reporters that President Trump had privately expressed frustration with Noem’s testimony and leadership, prompting him to consult Republican allies before deciding on her dismissal.
Mullin’s Background and Prospects
Markwayne Mullin’s career has been unconventional for a Cabinet nominee. Before entering politics, he was a professional mixed martial arts fighter and ran a family plumbing business. Mullin is an enrolled member of the Cherokee Nation and has served in the House of Representatives since 2012, representing Oklahoma’s 1st district, before winning a special Senate election in 2023.
His political profile is closely aligned with Trump’s “Make America Great Again” movement. He gained attention during the January 6 Capitol riot by helping secure the House chamber from rioters and later defended the actions of a Capitol Police officer who shot a rioter during the attack.
Despite his relative newcomer status in the Senate, Mullin is regarded as a staunch conservative with a combative style. His appointment places a figure with limited executive experience in charge of an agency critical to national security.
Mullin’s immediate challenge will be to stabilise DHS operations amidst ongoing criticism and to navigate complex issues such as immigration enforcement, border security, and evolving threats.
Reactions and Outlook
The response to Noem’s firing has been mixed. Some Republicans welcomed the change, citing the need for stronger leadership at DHS. Others expressed concern about the abrupt nature of the transition and Mullin’s preparedness for the role.
Democrats criticised Noem’s tenure but also questioned whether Mullin’s appointment would address systemic issues within the department.
Noem herself maintained a composed public presence after the announcement, proceeding with a scheduled speaking engagement in Nashville without addressing her dismissal directly. She later expressed gratitude for her new special envoy role on social media.
Trump is expected to formally announce the “Shield of the Americas” initiative during a summit of allied leaders in Doral, Florida, signalling a shift in Noem’s responsibilities toward regional security cooperation.
The transition marks the first Cabinet firing in Trump’s second term, a period that had so far seen relative stability at the top levels of government compared to his first term.
